Use PowerShell for SxS Folder download
Since Windows Server or Windows OS has .Net Framework as preinstalled. Mostly the Net Framework 4.5 comes as preinstalled on Windows. However; Net Framework 3.6 won’t be installed as default. For that, you will need to do it manually and will also need a media file/ISO file of Windows Server or OS. these methods are for users with no internet connection.
You can use the DISM command for Net Framework 3.6:
Dism.exe /online /enable-feature /featurename:NetFX3 /All /Source:D:\sources\sxs /LimitAccessOr you can use PowerShell for the installation of Net Framework 3.6.

Installation error of Net Framework on Windows Server 2019
Net Framework is not preinstalled on Windows Server 2019. You can open Roles and Features to start the installation of Net Framework; soon you will experience the error message (0x800F0950).
You have to take the sources from the sources\sxs folder of the Server 2019 ISO file. If you have the installation DVD still inserted (which is usually the case if you set up a virtual machine) you can enter the path (probably d:\sources\sxs) on the Confirmation page of the Add-Roles-And-Features-wizard by selecting Specify an alternate source path.
Alternatively, mount the ISO by double-clicking it (Win8 or later), copy the 2 Microsoft-windows-netfx3… cab files in the folder sources\sxs, and paste them to your server. Afterward, you can call.
dism /online /Add-Package /PackagePath:[sourcepath]\microsoft-windows-netfx3-ondemand-package~31bf3856ad364e35~amd64~~.cab.
